A Gypsy Wagon can be sacrificed to build a Carnival. When a Gypsy Wagon is in a city owned by another player, it creates a Gypsy Camp, which lasts until the city takes a turn when there is no Gypsy Wagon or Loki owned by another player in it.
Civilopedia
A Gypsy Wagon is a non-combat unit that travels from city to city. When it is in another civilization's cities, it decreases their culture and gold, siphoning a small portion of that gold to its home civilization. Multiple Gypsy Wagons effects do not stack.
Strategy Text
An offensive, but subtle weapon, send the gypsy wagon into "allies'" cities to penalize their culture, commerce, and GPP.
